Qualifications
- Demonstrated professional background on gender/energy nexus programs at multiple scales -- from larger/centralized generation projects up to smaller/decentralised electrification projects
- Robust ability to conduct gender assessments/consultations, and in advising on gender-sensitive policy cycle including M&E
- Proven capacity to community technical knowledge with analytic skills and prepare high quality advisory and deliverables
- Demonstrative skills to coordinate different groups, stakeholders and development platforms and achieve best-fit with national gender & energy priorities
- Strong political sensitivity with capacity to self-orient in dynamic contexts for the benefit of the program
- Collaborative way of working
- Gender and energy experience in Africa
- Ideally based in sub-Saharan Africa
- French & English language fluency
Tasks
- Support government officials primarily in two Francophone west African countries with gender and energy priorities
- Give substantive guidance to other advisors in the organization’s energy program to recognisie and promot gender sensitivity in energy affairs
- Inform M&E platform framework and planning basis on relevant themes and operational modalities
- Represent the funding programme vis-à-vis various gender leaders and wider development assistance partners
- Support extraction of lessons gained and externally communicate on the platform’s work to promote gender sensitivity in the energy sector
Primary deliverables:
- In country A: provide direct advisory support to the High Level Gender-based Unit to help advance the following:
- Development of a two year gender action plan, including mobilisation of pertinent delivery partners
- Operational execution proposal to strengthen gender integration within the associated fund,
- Alignment of work with national priorities proposed with support to the Gender Unit
- Publication(s) externally communicated to demonstrate the country’s efforts on the gender-energy nexus
- In country B: provide direct advisory support to the Gender and council established within the a specialized energy body to advance the following:
- Test the new gender approach within the rural energy tendering efforts, assess results and develop improvement options
- Capacitation of various teams within the energy body
- For the wider program in other African countries:
- Support with substantive feedback and cross-peer reviews
- Active involvement in regular gender leaders meetings
- Contribute to the reports planning activities on gender objectives and linked performance
- Report on delivery of gender strategy within larger report on the program
- Other relevant support, success cases, general improvement proposals, etc
