Background
For this potential project, the Expert will support the target public sector institute by providing technical assistance services on:
- The formulation of the organizational vision, mission and an adjusted business planning document
- Assessment of change management plan associated with the institute's set up
- Supporting realisation of the change plan
- Provide inputs and work collaboratively with an HRM Expert and a Sector-focussedTecnical Expert toward creation of the Technical Institute
- Experts will work under the oversight of the responsible National Ministry which shall also supply needed documents to supplement public information required to perform the assignment
Key activities
Support design of a public sector institute and delineate roles/responsibilities. Design and help implement a change in terms of:
- program & instruments for adoption of needed changes (readiness and stakeholder review)
- develop/prepare risk management actions
- develop practical deliverables for key change plans: communications, sponsor roadmap, coaching, training, resistance response
- Support conception, creation, execution and management of internal communication in the institute
- Provide input, document requirements and support staff capacity building
- Coordinate with other experts
- Define and measure success metrics and monitor change progress
Degree in business, organizational studies (or elated discipline) or combination of equivalent education, training, and experience.
- At least 10 years’ experience with change management including leading entities in the development and administration of people change
- Experience with large organizational change efforts and in influencing executive-level leaders
- Outstanding interpersonal (including verbal, written and presentation) skills
- Consensus builder
- Experience in supporting government reforms is a plus
- Experience with public sector reform is an advantage
- The likely majority of work will be in-country and otherwise in close coordination with the Ministry contact person/steering committee
- The Expert will be expected to make own arrangements as necessary for carrying out the work (accommodations, travel, health insurance, visa, etc)
